This is a non-linear progression. You can start anywhere and work around the steps. Obvioulsy some are harder to start with than others. This is just a recommended way of doing it. Too each his own.
1) Concept
Some folks like to start with a concept first and then build. Some folks like to go random. My only suggestion would be three things and in this order;
1-What would fit in the overall party and group style of play. If your conecept would be difficult to fit in or result lots of sidebars or naked anti-social behavior, maybe its not such a hot idea.
2-What would you enjoy playing.
3-Talk with who ever is running the game and see where the PC may fit in the world.
2) Generate Abilities
Ability scores can be generated by either rolling or using a point buy system.
Rolling
Use the 4d6 drop lowest method. Players can then assign the scores where they wish, but may not swap points between rolled scores to Increase or decrease a score.
Re-Rolling
If your scores are too low, you may scrap them and roll all six scores over. Your scores are considered too low if your total modifiers (before changes according to race) are +4 or less, or if your highest score is 13 or lower
Point Buy
You may use a point buy approach if you want to. All abilities have a starting base of 8. All racial adjustments are applied AFTER point buy.
+0 ECL use 36 points
+1 ECL use 28 points.
1st level PCs cannot begin with an ECL higher than +1.

2) Choose Race Races
3) Choose Class
4) Select Feats
All PCs begin with an additional Background or Talent Feat in addition to those granted by class, level or race.
5) Allocate Skills
6) Flesh them out.
Back ground, physical appreance, rough goals, Why tha hell are they pursuing a life of crime, err, I mean adventure??
7) Equip
All PCs start with max money unless otherwise spelled out. For new PCs beginning above first level we'll use the chart on page 135 of the 3.5 edition DMG. Plus maybe a little judgement call from the GM.
